Third world will be defined and discussed together with the first world and development. Colonisation was right from the start, marked by ambiguity on the one hand, colonies were there to be exploited but on the other hand, this was construed as not only materially beneficial for the colonies, but a moral responsibility of Europe. Colonisation assumed the promise of worldwide civilisation for all and a unity of interest between the metropole and the colony. It had economic philanthrop ic and political dimensions and those who wanted colonies argued that the ‘development’ of a nation was like the successive stages of human life, making colonisation appear natural and inevitable as well as a duty. This was the state of affairs at the end of world war I in 1918 when there was a major redistribution of power and Germany lost its colonies in favour of Britain and France†.
